2012: One of the lowest years for arrests in recent history?

Seems suspiciously low to me.. and completely incorrect.

Only 13 citations issued? We've already heard of at least half that right here on eplaya. I know personally one of the "four" warrant arrests.

This can't be right..

Just because you weren't arrested for your many incidences of jaywalking, trespassing and reckless driving doesn't mean a thing!

No that was last year. This year, probably the highest.

The different LEOs report separately.

BLM: http://www.mercurynews.com/breaking-new ... in-blm-cap
Washoe: http://www.mynews4.com/news/local/story ... t-released

These are from a few sources and not all compiled the same way:
2012 (230 citations, 22 arrests, 441 warnings)
2011 (3 arrests, 375 total citations)
2010 (293 total citations; 8 total arrests)
2009 (287 total citations; 9 total arrests)
2008 (190 substance citations, 10 substance arrests)
2007 (331 citations 2 substance arrests)
2006 (155 citations)
