It's my understanding that once you purchase a non-transferable ticket in your name (via STEP), you would be unable to purchase another non-transferable ticket in your name. It is up to your camp leader to distribute ticket allocations from the directed ticket distribution program on an as-needed basis within your camp. Be clear that they are not distributing a physical ticket, but an individual/unique key that the recipient uses to purchase a non-transferable ticket.
