I've built a couple mutants from riding mowers, gearing them up by changing pulleys just as you described.
Check any potential mower to see if it uses a simple belt & pulley drive, some don't - and you really need to gear it up, they're miserably slow even in a 5 MPH city otherwise.

I vote for mutation of the power unit, mutant trailers towed by tractors usually lose a lot of their "magic".
