As others have said, sandfly, Pershing County officers have been a part of the event for many years. And their changed rules were in effect during last year's event - Burning Man was charged a significantly increased fee, and the county had a larger police presence than in years past.
I can appreciate your continued pessimism, but the sky is not falling. Unless the federal government and the Bureau Of Land Management give permission to local governments to enact their own ordinances and laws on federal land (something they have not done, and something that would not on the books to change anytime soon), Pershing County can't go passing their own laws to govern the event.
