No... before even considering taking apart the laptop...
I'm guessing you have a charger that plugs into the wall.
You'll want to plug it in, and use the voltmeter on the end that would plug into the computer.
First, be absolutely sure the meter is set on Volts, and in the range of 25 volts or so.
Most laptops seem to be between about 17 and 20 volts.
It's possible the plug end that goes into the computer, has sockets (maybe three),too small for the probes of the meter, so you'll have to CAREFULLY put pins of some sort into two of the sockets, being certain NOT to let them touch each other. Try all the combinations of pairs, and see if any of the pairs has voltage. If you get 17 to 20 volts on any pair, I'd guess it's a good charger.
Another thing that does happen is, the battery just gets old, and stops holding a charge.
