STEP doesn't stop as they start mailing out tickets (from the FAQ):
Q: When does STEP close?
A: You can only use STEP to resell your tickets before you have received physical tickets. For anyone who has opted for delivery of their tickets, that means until June, when shipping begins. Those that have selected Will Call for their method of delivery are able to use STEP until August 7. If you want to increase your flexibility, you can change your order to Will Call by visiting online support and selecting “change order to Will Call" from the drop down menu. People will be able to buy tickets using STEP through August 7.
It does get less likely that you'll get a ticket via STEP, but hopefully it will be more likely to find one in person. One theory I felt was very rational regarding the "greedy burners" that bought too many tickets was that they wouldn't risk there being any sort of record that they overbought because the "scrubbing process" Trilo regularly refers to involved and will continue to involve the removal of people's eligibility based on the judgement of those doing the list scrubbing. When selling in person one or two at a time no one will be able to tie them to their deeds and they'll be "safe" to do it again if the lottery is given another shot.
There's only so much waiting they can/should do. The tickets were to go out "sometime in June" and for the sake of seeing more hit the market (hopefully from kind hearted folks selling at face value) the tickets do really need to get mailed. It'll be a great time to be in San Fran if you don't have a ticket yet - heh. Not so much up here where zero tickets have sold locally on CL or via the paper or anything for any burns to date. For all I know 2012 could be the start of a new trend but for the most part if you get a ticket and you live in Montana you're probably already fully committed at that point or you wouldn't have gone that far.
