I have a feeling that there might be a lot tickets coming into the STEP at $420. Those people bought really far in advance and so their plans are more likely to change than other people. Also, if their friends got locked out of tickets via the lottery and STEP, many of them might not being willing to go alone and/or stay in an underpopulated camp.
