Yes, we are very cognizant that it could be a "disaster" and public safety is the most important consideration. The worst thing that could happen of course is that it falls down. For that reason we are over-engineering the design to provide enough support in all configurations (filling and dumping) of the tank. We have calculated the loads, and the tank platform will be supported with large vertical posts as well as load bearing side supports spread out at a 30 degree angle from vertical to provide enough sideways support to both help carry the load and eliminate any horizontal swaying. Plus there will be sufficient bracing to hold the supports in place. So for a water tower, it will have a much wider than normal base and much more heavily constructed. It will held together with large nuts and bolts - no nails. There will be no compromising on materials. We will pre-build the unit in Truckee and thoroughly testing it there before dismantling it and moving it to the playa.
All that said, I am a firm believer in Murphy's law that if it can go wrong, it will. So we are always thinking "what if this happens, or this breaks", etc, and trying mitigate it. For us the engineering design challenge is part of the fun.
