North Korea is a paper tiger, only know how to yell
North Korea's military has zero combat experience in 50 years. They can't fuel or feed an army in the field for very long. That said, they can do one hell of a lot of damage. The problem is that if there is war, both sides lose. South Korea probably loses the most. North Korea would lose militarily in short order (within a few months) but then South Korea would be faced with Seoul nearly wiped out, perhaps millions dead, and then be saddled with having to care for the population of North Korea. The people who would stand to make the best of it is North Korea because even if they lose, they win.
Maybe that is what the generals there are trying to do. Maybe they are tired of the megalomaniacal dynasty and are stroking the egos of "Dear Leader" in order to start a war and just get it over with. Again, even of North Korea loses, they win from a human perspective.
