No. San Francisco and inexpensive are not compatible.
Good, yes. El Monte RV rents to people going to Burning Man. Google them.
It is much cheaper to rent in Los Angeles that time of year. Several thousand dollars cheaper.

Renting an RV in Salt Lake City, Utah is much, much cheaper too, although then you have a day's drive.
I'm too jaded to think up a good sig-line. Need more coffee.

Similar drive from LA but the diff is the $60 airfare SF to LA. I think flying to SLC is more dinero.
Even with the extra gas cost, either location saves you a buttload of money.

try las vegas too
maybe rent and return it to san francisco are its closer
best of luck on your hunt, finding an RV now will be hard
ya could try sahara rv in vegas, and return it to SF.. but i wouldnt mention burning man :/
