The BLM permit for 2000 defined a closure area that has been used through 2003 -- see

This defines the center & corners of Black Rock City's pentagonal trash fence, +/- fifty feet or so. The Man is located at the center. Not certain what datum was used -- possibly NAD27 or whatever was used on the base map.

AFAIK no recent satellite images at similar resolutions are available without paying NASA for a flyover.
Terraserver had 5-10 yr old images last time I checked.
