I'm sorry, but your post is a little hard to understand.
If you're asking where to post a question about something, that depends upon the question. The board is organized by categories - Preparation is for general event preparation, the 2103 Event board is for stuff specific to this year's event, 2013 Event Tickets is specific to tickets for this year's event, etc.
"How about you post them in the order that they are posted" I don't really understand that one. All the posts in any given thread are posted in the order that they were posted. Take this thread for example. Your original post is first, and each subsequent reply appears in the order in which it was posted. If you look closely, you can even see the time and date that post was made. If you're asking about the order in which the threads appear in each of the message boards, the boards are sorted by the one with the most recent activity at the top, and then in descending order. Take a look at the 2013 Art & Performance
board for example. As you look at the list of topics, notice the column titled 'Last Post" - after you get past the three 'sticky threads' that the moderators have pinned at the top, you'll see that they're in descending order, with most recent at the top.
"And why when i want to post on the vast majority of blog threads you wont let me post?" I don't really understand that one, either - I'm not sure what you mean by blog threads, so it's hard to know why you wouldn't be able to post in one. If you mean a discussion thread, unless the topic is locked (you'd see a padlock in the icon next to the thread title on the list), you should be able to post a reply by clicking on the large "Post Reply" button at both the very top left and the very bottom left of the page.
As for the question about hazing, it sounds as if you may not be familiar with snark and sarcasm
