The undercovers already have scanners and know what you are on when they look you in the eye, but didn't have the legal footing in place to detain anyone quite yet. In 2013 they will also implement random piss testing stations in the porto's to be able to legally prosecute you at any time. There will be a screen above the door that flashes what substances you are on when you piss in the porto. This is an advancement of the video cameras the BLM was testing in the portos this year. In 2014 they will begin phasing in the thought scanning system but I wouldn't REALLY worry about that until at least 2016.
