If your friend's costume is made entirely out of critically endangered birds that are still alive and stapled together, bleeding and mooping feathers all over the playa and he/she is waving a conflict-diamond encrusted papal scepter covered in price tags and labels from companies with human rights and environmental violations that spews glitter made from androgen altering out-dated medication, led, strychnine, arsenic and ricin, then I'd say your friend might have crossed the line.

If your friend came dressed as Muhammed or wearing a hijab made entirely from pages of the Koran (again, all in the presentation) I bet you could probably find burners that would defend that costume choice.

If your friend was white and dressed in black-face and preceded to run around perpetrating behavior that reinforces negative racial stereotypes, that would probably be more offensive than the Nazi uniform, IMHO.

Personally, what I find really offensive on the playa is when white hipster kids dress in war paint and plains head dresses like it's some kind of fucking fashion statement and bounce around doing mock war cries and dances while sloshing their beer all over the playa being "ironic" 1) because I'm native and those headdresses have meaning for me...meaning that those kids do not understand and haven't earned. 2) because there aren't supposed to be any feathers on the playa. Those kids are disrespecting the land and the people

Honestly, Every time I see that shit I want to put on a blonde wig and mustasche, a cavalry uniform and march over and club them with the butt of a colt forty five, march them out to the deep playa, and stick them in a little pen and tell them "If you leave that pen, you will be shot." and then throw them some ratty old blankets that smell like pee to sleep on for the night. You want to play Indian Brave for a day? Fine, but only if I get to play US Cavalryman. That's just me though, I'm sure we all have our costumery pet peevs.

I got to thinking today about if there is a line that can be crossed on the playa as far as attire.
I know a person who is attending this year and they purchased a replica nazi military greens jacket to wear out on the playa with the 2 bolts, eagle crunching the swatztiga (spelling?)
I find the jacket very offensive and told them I don't think it is such a hot idea. I'm all for radical self expression, but should there be a line, "supporting/promoting" a military who killed millions based on a race?
Am I over reacting? They are not a neo nazi, skinhead ect btw just fascinated I guess. Or at least that's what I gather.
