I. Introduction
(to be presented with maps of the Country and RAT)
Ratanakiri province has an area of 12,261km² and is situated in northeast of Cambodia, bordering Vietnam and Laos. While Cambodia is a relatively homogenous country, with more than 80% of the population being of Khmer, 85% (???) of the population in Ratanakiri Province is composed of 8 minority groups. The Tampuan, Kreung, Brou, Kavet, Kachok, Lun and Phnong have Mon-Khmer origins, and the Jarai Austro-Melanensian. The groups have clearly distinguishable customary areas within the province with a total population of approximately 65,000.
The people generally live in autonomous self-contained villages, with 90-100% of their livelihood being derived from the swidden field, known as chamkar in Khmer, and forest products. The elders and increasingly the politically appointed village chiefs govern the village. Village life is strongly communal and decisions are made by consensus though discussion and debate. Transgression from the communal village rules often result in punishment and fines. Their animist beliefs influence all aspects of life in the forest, field and village. The people still have limited contact with the outside economy even now. This is unlikely to continue far into the future as much of the province is under concession to industrial agriculture and logging companies. Few of these concessions have started to operate, but it is evident that self-contained existence of the people is set to change very rapidly due to the Government's policy of economic development
