nah - build a set of stanadard gage rails all around the perimiter of the city, and set up a couple engines with flatbeds circumnavigating the city at about 2-3 mph. people could jump on and off to get around during the week.
I would suggest another flatcar in the middle of each train featuring a repeating super-soaker that shoots anti-patchouli from a sandbagged emplacement.
