I wonder if NASA has considered that it needs a MOOP plan??

If you ask me, every aspect of the space program ought to have a solid MOOP plan. We're already at a point where space junk is costing a lot of money and posing serious risks to other missions, it seems obvious that we need to get better at cleaning up after ourselves.
