Well I'm in the STEP waiting line - but I almost hope it DOESN'T come through because I know the market will be flooded with tickets later this summer on Craigslist and I could probably save a few hundred bucks bargaining for a pair.
Too much is not enough, and when in doubt double it.

Heck, panic if you like!! Getting stressed over not having a ticket seems to be a unnecessary option for many burners.
There are X tickets and X+1000 people trying to go. Therefore some people will be left out. It is not a plot by anyone, just one of those reality kind of things.
The BLM has placed a limit on the number of people allowed to attend. Simple.
I have been saying this for years, Plan to go to Burning Man, if you are really determined, you will get a ticket...
People who have a ticket will change their minds, cancel their trip for all kinds of reasons. Here in Saskatoon (with at most 250 burners spread over an area bigger than California) we have always had a spare ticket or 5 show up a few weeks before the burn! (a got everything in place but a ticket person would just be able to jump in their car and go!!)
