Sir, with due respect, I find I must disagree with this assumption. Eons ago, I worked at the door at a club in Virginia Beach called "offshore drilling company". If I could figure out if the boys in full drag matched the military ID picture taken years ago with their heads freshly shorn from basic training I somehow think any relatively intelligent person could match a picture taken a few months before to a face. If pictures on IDs didn't work, then they wouldn't use them for drivers licenses for 5 year periods and passports for 10 years. I think a 1-6 month old picture wouldn't pose any real cognitive or significant time problems at the gate.
Honestly the "extra time" reason (excuse?) seems to have more credibility than this one, so I'd suggest do a functional test. Line up 20 people and see how long it takes to check IDs. From my door experience, I'd venture to say that the time it takes to check IDs is insignificant in relation to how long it takes to check vehicles and considering each ticket needs to be checked anyway I don't see that it really adds any appreciable time.
I'm not saying there might be actual reasons pictures on tickets might be problematic, but this one seems like a red herring to me. Again some research would be good instead of making assumptions. Ask other festivals that put pictures on tickets how it may or may not gum up the entry process. But seems to me the reactions against IDs are more emotional reactions than practical.
