HELP! Tickets not arrived and no tracking #

We are hoping someone can help or advise us.

My boyfriend and I won 2 tickets at the highest price in the original lottery and we live in Vancouver, Canada. My credit card was billed for the tickets and the shipping fees for Canadian tickets. I last went in 2005 and at the time I recieved a tracking number, but this year I only recieved a confirmation email that the tickets had been mailed. In FEB I received a confirmation number for the ordered tickets. I sent a Tickets Support Request 5 days ago and only recieved an auto-generated confirmation of the sent message. We know that we can't show up without tickets and a long story, what do we do? Here's the tickets sent email:
