If you look at the numbers of 100k+ worth of ticket signups in the lottery and the number of Ebay, Stubhub etc. offerings, maybe 2-3000, it's clear that most of the scalping is being done by burners themselves who signed up for and got more tickets than they could use. Easy to do with prepaid cards. I think the ORG has plenty of areas for improvement, but this is a case where they stayed the right course and were smarter than the average interwebs freaky-outie.
