Have any Low Income tickets been awarded?

I have a friend and a cousin dependent on getting low income. Since it's been 3 weeks and they both applied on the first day I though they would have heard by now. Has the low income program made any decisions so far that you have heard about?

Sorry I have been checking the threads often but recently on my phone has been harder to see. Also their title was not descriptive enough.
