For the Main Sale, it states that tickets will be charged on or before February 1. But does this mean that tickets will not be charged before the registration period closes (January 22)?

Correct. Registration for the main sale is from January 9 to the minute before midnight on January 22nd. No cards will be charged at that time. Once the list is de-duped and scrubbed for scalpers & scammers, the main sale drawing will begin. That process will likely take more than 24 hours, but tickets could potentially start being awarded and cards start getting charged from January 23 to February 1.
