Advantage to those who tried but failed ?

Just saying ............ how about IF there are more buyers for 2012 tickets than tickets available, then perhaps those who tried but failed to buy a 2012 ticket should be given an advatage in 2013? Likewise, those who were successful in buying 2012 tickets should be somehow at a disadvantage to those who were able to purchase 2012 tickets. Unless of course there are more nefarious undercurrents imbedded in BM ticketing. Just saying.

Well yes---but....
What if you don't get a ticket this year in the lottery, but a camp mate gets two and you buy one of them. Then you will show as NOT getting a ticket, but you went anyway, and then next year, you get two and sell one to the camp mate who sold you one last year.
Didja think of that smarty pants? Well, didja?

As any casino will tell you, the only way to prevent exploitation by the "client" is to have perfect randomness. Any bias in the system will be figured out and exploited.
