I'm trying to figure out how to fabricate something like this to loop fabric through. I'm thinking of maybe rebar or maybe pvc would be lighter and easier...though I'm not to sure about the hoop part, or how to construct something like that perhaps the answer might be two pieces jointed on site. I'd like to create several to post around my campsite and drape fabric through..i'm thinking parachute fabric or something lightweight..dunno specifically...just thought I wanted to do something so I am...

I'm imagining it around something, dunno what, maybe camp...
my thought is that if the poles where in the ground a foot or two that it would give it stability but still keep it high enough...

1/2" to 3/4" irrigation drip line and some T's.

Put those on the end of 1" sticks of emt.

3' pieces of rebar pounded in 2', then slide the emt over those.

How much waight does it have to hold?

Yup, it was the first thing I used on the original bucket cooler.

Get a T-post and make some Hoops.

You can also use brass rings.

Your design shows a 12 inch diameter hoop; pretty tight circle to bend some of that tubing, unless your use something like 1/2" copper pipe, which comes already coiled in about the right size, but kinda expensive, although it can be buffed up to shine good. Solder it to a short piece of 1" copper pipe and stick it on the end of a pole.
Or, it'd be cheaper to get a chunk of really big diameter plastic pipe, say 12" diameter, and use a bandsaw to slice it up into hoops that can be screwed onto poles...

You may want to consider plastic culvert for the hoops, cut to a reasonable width, perhaps 2" or 2 1/2". Culvert diameter is whatever you desire. Not that difficult to cut with a common hand-saw.

Cut the hoops wide enough, then cut a hole in the middle with a hole saw, something like 3/4" or 1". Use threaded PVC fittings (Male through the hole, nut threaded inside the hoop), then PVC pipe for the rod.

Great idea using rebar stake. Slide PVC over the stake. Cheap, flexible, durable, lightweight. I'm unsure how well the culvert would handle high temps; should do reasonably well. El wire on the poles? Paintable, as well.

With that height, how do you intend to manage the drape of the cloth?

My first thought is 1/4 " mild steel rod. I've used this to make framework for several cloth-covered decorations of complex shapes.

Could these things have two legs? Then it would be very easy to make; imagine an up-side-down U, plus a full 360. The only needed tool would be something round, 8 or 10 inches, to bend it around.

But.... Is this stuff going to be at ankle height?
