The cooler pad, any hardware store should have it. Not all areas are dry enough to stock swamp coolers. but if you build it you can pick up the pad on the way to the burn. they cost about $6.
The fan blows out of the bucket, or up in this case. It draws the air through the wet pad. The dryer vent on top is for directing the flow into a hose, then into your structure.
