FLAMING HAT

I saw a really cool hat this year- this dude had a regular hat that had aluminum tubes coming out of it- he had a gas tank of some sort that he carried on his waist, which fed a pneumatic tube that connected to aluminum tubing and that ended with a pneumatic muffler that had flames coming out of them- Ive been looking all over on line for a community or forum of people who make such things, but for the life of me I am coming up blank.

Anyone have any idea where I can go to find info on how to (safely) build flaming tubes/costumes like this?
