Hey just wondering if there is a formula to determine pipe length to obtain a certain height is it 2(pi)r = C and then divide C by 1/4 to get the pipe length for a certain height (r)?

I'm giving this a nudge over to Shelter and Camping, since that's a better fit. You may also care to browse some of the existing threads, basic design and some of the variations are covered pretty well.

You will get close with the formula for the circumference of an elipse. But my method is to fix the length of the rib to a 20' piece of 3/4" schedule 40 pipe, lay it on flat ground, then flex it to get the height you need. Measure the width, then lay out your rebar anchors in rows that width. With 20' I had about a 7' peak. Higher the peak, greater likelihood you will need something to stand on to set it up.

If only my friends and camp mates would be ok with that...

It's going to vary, because there's variability in the height and width even with the same length and width of tarp...
And I bet there's a difference in the amount of flex between 3/4" and 1"...
