Over the years folks have come up with ways to make rebar safe: tennis balls, plastic bottles, candy cane bends.
Times have changed.
Lowes and Home Depot (and any construction supply) now stock rebar caps in bulk. You can get a bag of 20 or so for a few bucks. They come in a few sizes. You need the small size for #3/#4 rebar.
They are bright orange and fit neatly on the top of the rebar. By far the best answer. Very cost effective. No need to worry about other otions any more.

Yes, but the problem with those is that they are still HARD and though will prevent punctures, still bruise.
Those colored swimming noodles sold at the dollar store are my preference.

Mushroom caps are better than most options. Definitly better than tennis balls, plastic bottles, and bending.
Best cost/benefit/labor option in my opinion.
Have unlimited time and money? I'm sure there are better options.
Noodles sound viable too.
Does that make you noodle-boy?

Putting caps on rebar is fine but I have seen lots of people with the iconic skinned up shins from running into rebar. I think more people get hurt falling over rebar - as opposed to falling onto rebar...... The hollow pool noodles are definately the way to go. Or maybe shinguards and helmets....

Well, pool noodle, water bottle or stuffed animal will not make a difference if you fall on it obviously. Tennis ball however would actually offer some protection, me thinks.
