Low income ticket applications

Just wondering if anyone knows when you can apply for the tickets if you have a low income?
Sometimes I'm confused by what I think is really obvious. But what I think is really obvious obviously isn't obvious.

last year, I think they started accepting applications in January, with the deadline in May; there were stories of apps made in April, and there were no more tickets by then...

Apply for a low income if you need to, but have alternate plans in place for funding your ticket. A lot more people apply than actually get tickets, so it's not a guarantee. On the flip-side, I have multiple friends who've been able to get them, but they had a plan in place when they applied for what they were going to contribute and how.

And only apply if you actually have a low-income, not because you've chosen to be "poor" because it's cool, and you're too lazy to bother scraping the money together like the rest of us who can't really afford $300 chunk, either, but bust our asses and scrimp and save to make it happen.

I'm really low income. If I had the $300 for a ticket, I'd pay for it no problem. I lost and excellent paying job and now I took a job to bring in any income. I take care of my mom who has dementia. She lives with me. So keeping a roof over our heads at this time is important. Anyhoo, I'm still looking for a more full time job! I've seriously thought about standing with a sign by a freeway exit. So I think I qualify for low income right now. And this is not a pity party!! Just the facts. And if I can contribute something in return I will!
