Circle of Fire

Can anyone tell me anything about the Circle of Fire performance area that was on the Esplanade somewhere between 5 & 3 o'clock, I think... it was dark! I've searched online and have only found one photo on flickr... do a google images seach and you'll find it. I would like to know who made it and how.
