Manhattan, or so says this guy's photos on flickr that match your skyline, though they don't seem to match any other main photos of Manhattan that I've seen. Maybe a different borough?

Its Manhattan sans the towers. It appears from other photos on Google that the towers would be viewable in the questioned photo. The building with the dome, the towers and marina all lend to clues

In the photo below - you can see the harbor, and pronounced buildings in it. The questioned photo above was taken from the bottom left of this one at the harbor and looking towards the towers or lack thereof. Thats my best guess though.
